A High Voltage Voltage Transformer (HVVT) is an instrument transformer that steps down a high transmission or distribution voltage to a standardised secondary value — typically 110/√3 V or 110 V — for safe measurement, metering and protection.
An electromagnetic VT uses a wound insulated core throughout; a Capacitor Voltage Transformer (CVT) uses a capacitor divider stage ahead of a smaller electromagnetic unit, which becomes more economical at higher transmission voltages and can also support power-line carrier communication.

Metering windings are available in accuracy class 0.2 or 0.5, and protection windings in class 3P or 6P — both can be combined on the same unit for combined metering and protection duty.
Under normal conditions they require minimal maintenance and can operate reliably for up to 30 years. Periodic inspection is still recommended: visual inspection for oil leakage, insulation resistance testing, dielectric and tan delta testing, ratio and polarity verification, and oil analysis (DGA).
